On September 1, 2021, EPA Region 10 issued a consent agreement and final order to Owens Brockway
Glass Container Inc., resolving violations of EPCRA Section 313 occurring in Portland, Oregon. EPA
alleged that Owens Brockway violated EPCRA by failing to file Form R reports to the Toxic Release
Inventory (TRI) for chromium compounds manufactured and processed by the facility in 2017 and
2018. Owens Brockway has submitted its Form R reports to the TRI and agreed to pay a penalty of
$38,900.
