On September 2, 2021, Region 10 settled with Golden Valley Electric Association of Fairbanks,
Alaska, for violations of Subtitle C of the Resource Conservation and Recovery Act (RCRA) at its
Healy Power Plant in Healy, Alaska. The implementing regulations of RCRA require that generators of
hazardous waste must manage the hazardous waste in compliance with the RCRA requirements in
order to protect human health and the environment. EPA alleges that Golden Valley Electric
Association stored hazardous waste without a storage permit, failed to prepare a correct Land Disposal
Restrictions notice, failed to properly manage universal waste and failed to properly label containers of
used oil. Golden Valley Electric Association will pay a penalty of $20,178.
