( Respondent ), owner or operator of the facility at 13233 Moore street, Cerritos, CA (the Facility ), State-only identification Number CAL000302778, failed to comply with the EPA identification number requirements under the Resource Conservation and Recovery Act ( RCRA ) and the EPA approved and authorized California hazardous waste management program.
