On January 6, 2022, Region 10 filed a Consent Agreement and Final Order (CAFO) to address
violations
of the Clean Water Act by Western Timber Product's Council facility, located at 2040 Airport Road,
Council, Idaho 83612. Western Timber Products operates a wastewater treatment facility that violated
the CWA by discharging stormwater and process wastewater without a permit. Respondent agreed to
pay a penalty of $135,400. Since this facility was unpermitted, it was not conducting stormwater or
wastewater monitoring so Environmental Benefits of this enforcement action cannot be calculated.
