On November 5 the Regional Judicial Officer issued a Final Order accepting the Expedited Settlement Agreement to settle RCRA violations and violations of Virginia's underground storage tank (UST) program by Morgan Oil Corporation. Morgan Oil Corporation is the UST owner and operator of five (5) underground storage tanks located at 4195 Whiting Rd. Marshall, Virginia. Region 3's enforcement team, in coordination with VADEQ, was able to resolve the UST violation of failing to conduct annual line tightness testing between 7/26/19 and 5/26/21. The violation was discovered through a UST Compliance Inspection conducted May 19, 2021, and subsequent information gathering. The respondent has agreed to pay a $4,700 penalty and has returned to compliance with the violations.
