Summary

The Consent Agreement and Final Order between U.S. EPA Region 8 and Clean Harbors Aragonite, LLC resolves violations of the RCRA leak detection and repair (LDAR) requirements at the Clean Harbors Aragonite incinerator facility in Tooele County, Utah. Violations included failure to monitor components using Method 21, failure to cap or plug open-ended lines, failure to operate pressure relief devices to meet the no detectable emissions standard, failure to record repair information in the LDAR database, failure to operate the facility| in a manner that minimizes the possibility of sudden or non-sudden release of hazardous waste to the air, failure to record monitoring and leak information in the LDAR database, failure to properly train employees to conduct Method 21, failure to use a device capable of responding to the constituents being monitored using Method 21, and failure to repair equipment leaks within 15 days of detection. Certain violations resulted in excess emissions of volatile organic compounds. The compliance requirements of the CAFO include use of a flame ionization detector for Method 21 monitoring, increased Method 21 monitoring frequencies for a period of 2 years, annual Method 21 and LDAR program training, development of a facility-wide LDAR document, implementation of a valve, connector and pressure relief device replacement and improvement program, a 3rd party audit of the LDAR program, and biannual internal quality assurance audits of LDAR record
