On December 9, 2021, EPA and Manchester Street, LLC (Manchester Street) settled an administrative penalty case for alleged violations of the Emergency Planning and Community Right-to-Know Act (EPCRA). Manchester Street failed to timely file EPCRA Section 313 Toxic Release Inventory (TRI) reports for ammonia for reporting years 2018 and 2019. The company filed its TRI reports on November 4, 2020. Manchester Street agreed to pay a settlement penalty of $11,707. The facility is in an environmental justice area, as seven of the environmental justice indices exceed the 80th percentile nationwide in a one-mile area around the facility. EPCRA's TRI reporting program is a non delegated federal program enforced only by EPA. Enforcement of EPCRA's reporting requirements ensures that communities are not deprived of their right to know about chemical releases that may affect public health and the environment.
