Respondent owns a parcel at the Former Roth Cleaners Site at which a day care business currently operates. Former dry-cleaning businesses, including Roth Cleaners and Cho Cleaners, operated at the Site from 1945 to 2005. During its operations at the Site, Roth Cleaners disposed of dry-cleaning chemicals, including tetrachloroethylene (PCE), into a cesspool located at the Site, from which PCE was released, contaminating the soil and groundwater in the immediate area. Subsequent remediation work performed on behalf of the previous Site owner confirmed PCE from the former Roth Cleaners facility entered into the local groundwater, migrated beneath neighboring properties, volatilized, and entered indoor air at the facility and buildings on neighboring properties through vapor intrusion, including at the Respondent's property. For the Site investigation, EPA will collect indoor air and sub-slab soil gas samples from the property to determine whether elevated concentrations of PCE are still present at the property. EPA issued the order after the property owner declined to grant EPA�s requests for access.
