On January 11, 2022, Region 1 filed a Consent Agreement and Final Order (CAFO) resolving an EPCRA claim for alleged violation of the Emergency Planning and Community Right-to-Know Act (EPCRA) at the Clean Harbors of Connecticut, Inc. (Clean Harbors of CT) waste treatment facility in Bristol, Connecticut. Clean Harbors of CT is a subsidiary of Clean Harbors, Inc. EPA alleged that Clean Harbors of CT failed to submit Toxic Release Inventory (TRI) Forms for zinc compounds and nitrate compounds manufactured at the Bristol facility in calendar years 2017, 2018, and 2019. Under the CAFO, Clean Harbors of CT will pay a settlement penalty of $30,688.00. Clean Harbors of CT has filed all six overdue reports.
EPCRA's TRI reporting program is a non-delegated federal program enforced only by EPA. According to EPA's EJSCREEN, the facility is in an area in which the environmental justice indices are at or above the 80th percentile by state, Regional, or national measures.
