Region 10 Settles with Port of Chinook (Chinook, WA) for CWA Violations. On March 23, 2022,
Region 10 filed an expedited settlement agreement resolving violations of the Clean Water Act by the
Port of Chinook. located in Chinook, Washington. Respondent operates a bulk fuel storage tank farm
and fueling dock at the Port of Chinook's boat marina in Chinook, Washington. An EPA spill
prevention, control and countermeasure (SPCC) inspection on September 20, 2021 determined the
Port's marina did not have an SPCC Plan for the tank farm and lacked records of tank integrity
inspections and testing for the gasoline and diesel aboveground single-wall fuel tanks. The tank farm's
fuel tanks have storage capacity exceeding 10,000 gallons and is located within 100 feet of Baker Bay
on the Columbia River. The Port of Chinook is located on Baker Bay, on the north side of the
Columbia River just behind Cape Disappointment and the mouth of the Columbia River. The
Columbia River is a major recreational water body and it supports major salmon species and wildlife
habitats. The Port of Chinook agreed to develop and implement an SPCC Plan for the Port's marina
tank farm and pay a penalty of $2,800 for the SPCC regulatory violations.
