On March 4, 2022, EPA filed an expedited settlement agreement (Agreement) addressing Highfield Homes, LLC's alleged violations of the National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from Construction Activities (CGP) at the Highfield Commons Phase 1B site in Rochester, New Hampshire. An EPA inspection at the site revealed that Highfield Homes, LLC failed to properly stabilize the site with erosion controls. Pursuant to the Agreement, Highfield Homes, LLC will pay a $4,800 penalty. EPA implements the NPDES program in New Hampshire. EPA consulted with the New Hampshire Department of Environmental Services on this matter.
