Summary

EPA is entering into a Consent Agreement and Final Order (CAFO) for JTR Heating and Air Conditioning, Inc. (JTR), Monee, Illinois, to resolve violations regarding the Protection of Stratospheric Ozone, found at 40 C.F.R. Part 82, Subpart F. JTR performs maintenance, service, repair and disposal of appliances containing ozone-depleting refrigerants and their substitutes. The subpart F regulations, among other things, prohibit any such person from knowingly venting or otherwise releasing to the environment refrigerant during work on appliances. On two separate occasions, captured on video, JTR owner Jeff Roop knowingly vented R-22 and R-410a refrigerant during servicing of those appliances, in violation of 40 C.F.R. ?82.154(a)(1). EPA sent JTR a Finding of Violation on June 15, 2021. This CAFO requires JTR to pay a penalty of $28,919 and resolves the FOV issued to JTR on June 15, 2021.
