Summary

On February 22, 2022, EPA issued an Administrative Complaint alleging that Charles Bridge, LLC (Respondent) violated the Toxic Substances Control Act by failing to comply with the lead-based paint disclosure requirements of Section 1018 of the Residential Lead-Based Paint Hazard Reduction Act (Disclosure Rule). The Disclosure Rule ensures that purchasers and renters of housing built before 1978 receive the information necessary to protect themselves and their families from lead-based paint hazards. Respondent is a real estate company registered in Maine and based in Connecticut that owns and manages several target housing properties in Bangor, Maine. The Complaint alleges four violations of the Disclosure Rule requirements at a residential apartment owned by Respondent. A child under the age of six was living in the subject unit at the time of the violations and the unit was in a building under an abatement order issued by the state. Many residences built before 1978 contain lead-based paint which can be toxic to humans and animals. This enforcement action will help prevent children from being exposed to the risks of lead-based paint. The State of Maine has been notified of this action.
