EPA received a complaint about a facility owning and operating above ground storage tanks without an SPCC Plan. EPA reached out with a 308 information request.
The owner confirmed that they didn't have an SPCC Plan. After waiting for an extended period of time for the facility to come into compliance, the EPA reached out
with the offer of an Expedited Settlement Agreement to return to compliance and pay a fine.
