On May 19, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission of a misbranded pesticide imported by Thor Specialties, Inc. through the port of Chester, PA. It is a violation of FIFRA to sell or distribute a misbranded pesticide. The importer has stated they will export the product, and they must provide documentation to EPA. The Pennsylvania Department of Agriculture was copied on the NORA, and FIFRA misbranding violations are exempt from EJ screen.
