On 05/31/2022, EPA Region 6 issued a CAFO under its authority pursuant to RCRA to International Paper Co. located in McAllen, TX. The CAFO was issued in response to violations of: 1)Failure to meet RCRA notification requirements, and 2) Failure to operate with its stated generator status; The CAFO requires that International Paper Co. to complete the required corrective actions (certify RCRA Section 3010 notification, certify that it has assessed all its solid waste streams at the International Paper Co. facility to determine the accurate waste codes and has developed and implemented standard operating procedures to ensure that Respondent is operating the International Paper Co. facility in compliance with RCRA) and requires Diamond Offshore Drilling to pay penalty of $19,727.20. The certification must be completed within 60 days of the CAFO being filed and the penalty will be paid within sixty calendar days of the effective date of the CAFO.
