ASPA requested to change the due date of items 29(f) and 29(g), for the Collection System Management Plan (CSMP), System Evaluation and Capacity Assurance Plan (SECAP), and Capital Improvement Plan (CIP) requirements in the Utulei Sewage Treatment Plant and Collection System AOC (Docket No. CWA-309-2022-006) from October 31, 2024 to April 30, 2025.
The American Samoa Power Authority agreed to an Administrative Order on Consent with EPA for violations of the Clean Water Act at the Utulei Sewage Treatment Plant and Collection System, including failure to properly operate and maintain its UV disinfection system, resulting in effluent limitation exceedances, failure to prevent sanitary sewer overflows from the collection system, including discharges to Pago Pago Harbor, failure to properly document and report sanitary sewer overflows from the collection system, and failure to conduct and report effluent and receiving water monitoring. The Order requires the American Samoa Power Authority to resume and improve permit requirement monitoring and reporting, create and maintain a spare part inventory for the UV disinfection system, and create and implement a plant to properly manage, operate, and maintain the collection system and improve response to sanitary sewer overflows to minimize water quality impacts.
