Summary

On August 24, 2022, EPA Region 6 issued a Consent Agreement and Final Order (CAFO) under its authority pursuant to Section 113(d) of the Clean Air Act to Columbia Gulf Transmission, LLC ? Rayne Compressor Station located in Rayne, Louisiana. The CAFO was issued in response to a violation of NSPS Subpart A, 40 C.F.R. 60.11(d), which requires a tank at the facility to be maintained and operated in a manner consistent with good air pollution control practice for minimizing emissions. The CAFO requires Columbia Gulf to permanently cease operation of the facility's Pipeline Liquids Tanks and submit a complete application to LDEQ to modify the permit to remove the Pipeline Liquids Tanks and associated flare from service, within 90 days of the effective date. Additionally, Columbia Gulf must pay a civil penalty of $57,968 within 30 days.
