The respondent failed to comply with the CAA regulations requiring the respondent to install, maintain and operate a bag leak detection system (?BLDS?). The respondent also failed to monitor the pressure drop across each cell of the baghouse each day to ensure pressure drop is within the normal operating range identified in the manual. Along with that, the facility was not maintaining complete records for the bag leak detection system alarm and pressure drop readings and not recording which corrective actions were taken.
