On February 16th, 2023, Region 10 issued an administrative order on consent to the Spokane Tribe of Indians for its Wastewater Treatment Plant in Wellpinit,WA. The Spokane Tribe of Indians failed to comply with the terms of its NPDES permit WA0025704. The Wellpinit Wastewater Treatment Plant discharges to Little Tshimakain Creek which connects downstream to the Spokane River. The Spokane River is used for swimming and outdoor recreation, fish, aquatic animals, and has a dynamic relationship with the sole source Spokane Valley-Rathdrum Prairie aquifer for drinking water. To return to compliance, the Respondent has agreed to comply with the terms of its NPDES permit and begin monitoring discharges from the Wastewater Treatment Plant. Complying with the terms of the NPDES permit will allow the EPA and the public to ensure the facility is meeting effluent limits identified in the permit. The estimated cost of implementing this injunctive relief is $5,225. The Wellpinit Wastewater Treatment Plant is in an area with environmental justice concerns.
