## Summary

The United States Environmental Protection Agency ( EPA ), Region IX and Transchem, Inc. ( Respondent ) agree to settle this matter and consent to the entry of this Consent Agreement and Final Order ( CAFO ), which simultaneously initiates and concludes this matter in accordance with the Consolidated Rules of Practice Governing the Administrative Assessment of Civil Penalties and the Revocation/Termination or Suspension of Permits at 40 C.F.R. Sections 22.13(b) and 22.18(b).
