Westlake Chemicals failed to properly operate and monitor three chemical plant's industrial flares. This resulted in excess emissions of pollutants, including volatile organic compounds (VOCs), various hazardous air pollutants (HAPs) including benzene, and climate-change-causing greenhouse gases.
