The respondent failed to comply with the On June 23, 2021, an Alliant Energy employee at the Prairie Creek Generating Station near Cedar Rapids, Iowa, observed that a valve on a tank full of sodium hypochlorite (bleach) solution had failed, causing the contents of the tank to be discharged into the Cedar River. The discharge violated Section 301(a) of the Clean Water Act because it resulted in an exceedance of the chlorine concentration and daily loading limits set forth in the facility?s NPDES permit. Alliant Energy has agreed to pay a $14,576 penalty to resolve the violation.
