the device is not labeled in accordance with FIFRA 2(q)(1) in that the manual, which
accompanies the product, includes false or misleading claims such as [t]he module will also
reject almost all bacteria, viruses and ultraviolet light (UV) for sanitizing, which are not
qualified.
