EPA issued an NOV on December 3, 2021, that related to Ohio SIP violations including Mantaline?s failure to apply for the appropriate permit, and an opacity exceedance. Additionally, EPA calculated that Mantaline has a PTE of more than ten tons per year of a single HAP, carbon disulfide.
The FY2023 ACO requires Mantaline to submit a complete permit application to Ohio EPA to obtain the correct permit, including production and other appropriate limitation(s) to synthetically keep PTE below major source threshold. Additionally, the ACO requires Mantaline to operate pollution control devices at all lines during operation and operate with no visible emissions. The synthetic minor limits results in a reduction of approximately of 120,000 lbs of VOC and 11,900 lbs Carbon Disulfide across 5 years.
As a result of EPA enforcement action, Mantaline removed the Flock line from their facility, resulting in an approximate reduction of 2875 lbs PM emissions across 5 years.
