EXPO New Mexico (facility) failed to submit to EPA Region 6 its annual reports for the last 5 years, as required by the facility's concentrated animal feeding operations (CAFO) permit. The CAFO permit requires permittees to submit annual reports describing activities conducted during the previous year by the deadline of March 31
