On February 3, 2023, Region 10 entered into a Clean Air Act (CAA) Administrative Compliance Order on Consent (AOC) with Cascade Pacific Pulp, LLC (CP Halsey) in Halsey, Oregon. The AOC requires the company to comply with certain requirements applicable to digesters in CAA Section 111 New Source Performance Standard Standards of Performance for Kraft Pulp, 40 C.F.R. Part 60, Subpart BB; Section 112 National Emission Standards for Hazardous Air Pollutants for the Pulp and Paper Industry, 40 C.F.R. Part 63, Subpart S; and the companys Title V air operating permit. This case is part of EPAs National Compliance Initiative Creating Cleaner Air for Communities. The facility is located in an area with possible environmental justice concerns.
