The express purpose of the undersigned Parties in entering into this Federal Facility Compliance Agreement (FFCA or Agreement) is to address violations under the Clean Air Act, 42 U.S.C. 7401-7671q, due to actions that are necessary to stabilize the electric grid in the Commonwealth of Puerto Rico.
