EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to Section 1414(g) of the Safe Drinking Water Act to Gilbert Bonner (Respondent) at the East Monroe County Water Users public water system in Brinkley, Arkansas. The AO was issued in response to violations of the Public Notice (PN) rule as set forth in 40 C.F.R. ? 141.201, the Consumer Confidence Report Rule (CCR) as set forth in 40 C.F.R. ? 141.151-141.155, and the Lead and Copper Rule (LCR) as set forth in 40 C.F.R. ? 141.80-141.93. The AO requires Respondent to provide public notice for the violations listed in the Order, a consumer confidence report, and lead and copper monitoring results and public education to its customers within 30 days of receipt of the Order and to submit copies with an accompanied signed Certificate of Delivery to EPA and ADH within 10 days of posting.
