On February 7, 2023, Region III entered into a RCRA 3008(h) Administrative Order on Consent (AOC) with Transportation Pool Corporation (Respondent) for the General Electric Railcar Repair Services Corporation Property (Facility). The AOC provides, among other things, that Respondent submit a Corrective Measures Implementation Workplan implementing EPA's Final Remedy, which includes a Groundwater Monitoring Plan, a Soil Management Plan, a Cap Maintenance Plan, and an Institutional Control Implementation and Assurance Plan. The AOC also requires Respondent to establish financial assurance for the benefit of EPA.
