On May 24, 2023, Region 10 filed a consent agreement and final order resolving violations of the Resource Conversation and Recovery Act (RCRA) by Hecla Greens Creek Mining Company at its Hecla Greens Creek Mine on Admiralty Island, Alaska. The implementing regulations of RCRA require entities that generate solid waste to determine if the waste is hazardous and requires that generators of hazardous waste must manage the hazardous waste in compliance with the RCRA requirements in order to protect human health and the environment.  EPA alleges that Hecla Greens Creek Mine generated hazardous waste at the facility and alleges that the company failed to comply with the conditions for exemption from RCRA permit requirements. Specifically, Hecla Greens Creek Mine disposed hazardous waste without a permit; failed to conduct required weekly inspections of hazardous waste accumulation areas; failed to make a hazardous waste determination; and failed to properly label used oil container. Hecla Greens Creek Mining Company cooperated during settlement negotiations and has instituted new measures to prevent future violations. Hecla Greens Creek Mining Company agreed to pay a penalty of $143,124 for the violations.
