Respondent performed renovations regulated by the Renovation, Repair and Painting Rule at 1001 Partridge Place at West Point, NY. Based on the information gathered, EPA alleged that WPAOG acted as a firm by directing and managing the renovation. Respondent was not a certified renovation firm at the time.
