On March 29, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission of an unregistered pesticide imported by Hudson Valley Native Plant Initiative through the UPS Hub of Philadelphia. It is a violation of FIFRA to sell or distribute unregistered pesticides. The importer has the option to export or destroy the violative product, and must provide to EPA documentation of the action. The Pennsylvania Department of Agriculture was copied on the NORA, and FIFRA registration violations are exempt from EJ screen.
