This Consent Agreement and Final Order (CA/FO) requires the Respondent to complete an external floating roof (EFR) Storage Tank Inspection and Maintenance Plan, which will ensure compliance with CAA requirements. Specifically, the CA/FO will require the Respondent to, on a quarterly basis for a period of one year, conduct visual inspections, seal gap measurements, and EPA Method 21 monitoring of VOC concentrations at the tanks? EFRs. Corrective action is required when evidence of leaks is observed and where elevated VOC concentrations are monitored.
