On March 13, 2023, the United States Magistrate Court signed an ex parte warrant granting EPA access for six months to conduct a time-critical removal action at the East Millinocket Paper Mill - Boiler House Site located in East Millinocket, Maine under Section 104(e) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (CERCLA), 42 U.S.C. 9604(e). EPA secured voluntary access from two out of three entities with a potential current ownership interest in the Site; however, the third potential owner was unresponsive to EPA's requests for access to the Site.
