Sioux City Foundry was operating in a manner that violates the Clean Water Act, the applicable state-issued general permit for industrial stormwater, and the facility?s Stormwater Pollution Prevention Plan. Sioux City Foundry had major deficiencies in their Stormwater Pollution Prevention Plan, failed to implement adequate control measures, and failed to conduct required monitoring. Sioux City Foundry reports releases and transfers of chromium, lead, manganese and nickel to the Toxic Release Inventory under the Emergency Planning and Community Right-to-Know Act (EPCRA); Sioux City Foundry did not monitor their stormwater discharges for releases of exposed Section 313 Water Priority Chemicals, chromium, nickel and lead, as required by their permit.
