On April 19, 2023, EPA entered into a CERCLA Administrative Order on Consent (AOC) with Targett's Inc., Roger's Fabricare, LLC, J.B. Fabricare, LLC, and Gail Britton (Respondents), former owners and/or operators during the time of disposal of a now-defunct dry-cleaning business. The Respondents have agreed to pay for the performance of the work and to pay for all of EPA's past costs, interim costs and future costs. This AOC represents a 100% recovery. The primary purpose of the AOC is to demolish the currently condemned source property building to address the asbestos in the building materials, high levels of perchloroethylene (PCE) in the soil gas under the vacant building, and to address the elevated levels of PCE in indoor air in adjacent residences.
