EPA has determined that the violations of Section 311 of the CWA at the North Stoner and Emmerson Leases present an ongoing threat of a discharge of oil to the waters of the United States. Accordingly, the Order for Compliance, requires specific actions by Running Foxes Petroleum, Inc., to ensure adequate secondary containment and other spill prevention controls and countermeasures.
