On June 14, 2023, EPA filed an expedited settlement agreement (Agreement) entered into with McLaughlin Transportation Systems, Inc. of Nashua, New Hampshire, addressing violations of the Oil Pollution Prevention regulations, promulgated under Section 311(j) of the Clean Water Act. An EPA Spill Prevention, Control and Countermeasure (SPCC) inspection at the company revealed the SPCC violations. The company subsequently provided EPA with an amended SPCC plan for its facility, resolving the violations. The SPCC program is a direct implementation program; however, the Region shares copies of all expedited settlements with the State and Coast Guard. The facility is located in an area where the community faces environmental justice issues.
