On July 5, 2023, EPA issued a Clean Water Act (CWA) administrative order to Westford Wood Mulch's Westford Massachusetts facility for failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permits. Con-Way Freight is authorized to discharge under the Multi-Sector General Permit. The permittee is required to submit all outstanding DMRs and continue to report as required by their permit. Westford Wood Mulch is not located in an Environmental Justice area of concern. EPA will notify the Massachusetts Department of Environmental Protection of our actions.
