On September 8, 2023, EPA entered into an Expedited Settlement Agreement (ESA) with Solenis, LLC, thereby resolving alleged violations of the Clean Air Act's Risk Management Program (RMP), promulgated pursuant to Section 112(r) of the Act, at an adhesive additives manufacturing facility operated by the company in Chicopee, Massachusetts. The company uses epichlorohydrin in its process. The ESA cites the company for two separate instances of its failure to document compliance with recognized and generally accepted good engineering practices. The ESA requires compliance and payment of total penalties of $3,000. Massachusetts is not delegated to implement this program. The facility is located in an area of environmental justice concern.
