Respondent is a renovation contractor located in Rockland County, NY, who performs work in both New Jersey and New York States. On July 17, 2019, EPA conducted a compliance monitoring inspection at the firm's place of business. Based on evidence collected during the inspection and through further review of documents submitted to EPA in follow up to the inspection, EPA concluded that the Respondent violated the RRP Rule. Respondent renovated at least 6 properties considered to be target housing in 2018 and 2019 and failed to obtain initial firm certification, failed to assign a certified renovator to each of the projects, failed to provide to the owner of each residence the Renovate Right pamphlet prior to starting work, and failed to establish and maintain records documenting compliance. Respondent has agreed to pay a civil penalty and implement a Compliance Plan to resolve this matter.
