Summary

On September 27, 2023, EPA issued a Clean Water Act (CWA) administrative order to NSTAR Electric Company's Boston, Massachusetts facility for their alleged failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permits. NSTAR Electric Company d/b/a Eversource Energy is authorized to discharge under the Remediation, Dewatering and Hydrostatic Testing General Permit. The permittee is required to submit all outstanding DMRs and continue to report as required by their permit. NSTAR Electric Company is in an environmental justice area of concern. EPA is responsible for implementing the Clean Water Act in Massachusetts, but the Region did notify the Massachusetts Department of Environmental Protection of this action.
