On September 27, 2023, EPA issued a Clean Water Act (CWA) administrative order to President and Fellows of Harvard College's Allston, Massachusetts facility for their alleged failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permits. President and Fellows of Harvard College is authorized to discharge under the Remediation, Dewatering and Hydrostatic Testing General Permit. The permittee is required to submit all outstanding DMRs and continue to report as required by their permit. President and Fellows of Harvard College is in an environmental justice area of concern. EPA is responsible for implementing the Clean Water Act in Massachusetts, but the Region did notify the Massachusetts Department of Environmental Protection of this action.
