On September 27, 20223, EPA issued a Clean Water Act (CWA) administrative order (Order) to the Lynn Water and Sewer Commission (LWSC) in Lynn, Massachusetts. LWSC operates a collection system consisting of approximately 140 miles of sewers and 12 pumping stations, and a Water Pollution Control Facility (WPCF) that discharges to Lynn Harbor. Between September 2022 and July 2023, LWSC allegedly violated the Biological Oxygen Demand and Total Suspended Solids limits in its National Pollutant Discharge Elimination System permit. The Order includes a construction schedule that requires LWSC to complete upgrades to the WPCF by June 2025. LWSC serves a community impacted by environmental justice issues. The Region worked closely with the Massachusetts Department of Environmental Protection in resolving this matter.
