Covestro violated the Toxic Substances Control Act (TSCA) section 5 manufacturing and processing notices requirements when it failed to comply with the polymer exemption reporting and recordkeeping requirements under 40 C.F.R. Part 723.250 for six (6) polymer chemical substances.
