Summary

Rollex Corporation owns and operates a metal coil coating and roll forming facility in Elk Grove Village, Illinois. Following a January 2020 inspection of the facility, EPA alleged that Rollex violated several conditions of its federally enforceable state operating permit (FESOP), the NSPS General Provisions at 40 C.F.R. Part 60, Subpart A, and the NSPS for Metal Coil Surface Coating Operations at 40 C.F.R. Part 60, Subpart TT. Specifically, EPA found that Rollex had failed (among other things) to perform periodic and preventative maintenance on the facility?s regenerative thermal oxidizer (RTO), to maintain the RTO in proper working condition, to determine the overall reduction efficiency of the RTO and capture system after changing operating conditions, to operate the RTO to ensure a 99% overall emissions reduction or the coil coating line, to limit VOC emissions from the water quench to 0.40 lbs/hr, and to keep required records. EPA has entered into a Consent Agreement and Final Order (CAFO) and an Administrative Compliance Order (ACO) with Rollex to resolve the alleged violations. Under the ACO, Rollex will update its recordkeeping and monitoring system to comply with the FESOP, re-install a purge fan in the RTO, and finally install and operate a new RTO designed to achieve at least 99% destruction of VOC emissions from several points on the coil coating line.
