On September 28, 2023, EPA Region 6 issued a Consent and Final Order under its authority pursuant to CAA to ETC Texas Pipeline ( ETC ) located in Dubach, LA. The CAFO was issued in response to violations of the federally-approved Louisiana SIP identified from helicopter flyovers using Optical Gas Imaging technology. The CAFO requires ETC to respond to EPA Region 6 within 30 days.
