On December 14, 2023, Region 10 issued a Consent Agreement and Final Order (CAFO) to City of Lynnwood located in Edmonds, Washington, requiring the municipality to pay a civil penalty of $550,259 for violations of its sewage sludge incinerator subject to the Federal Plan Requirements for Sewage Sludge Incineration Units, 40 C.F.R. Part 62, Subpart LLL under the Clean Air Act.
