On November 17, 2023, EPA entered into a Clean Water Act expedited settlement agreement (Agreement) with J Jill Development LLC, addressing alleged violations of the General Permit for Discharges from Construction Activities (CGP) at the James Way Townhouses site in Charlton, Massachusetts. In August 2023, EPA conducted an inspection at James Way Townhouses and observed that the developer had not obtained coverage under the CGP. Pursuant to the Agreement, J Jill Development LLC will pay a $15,600 penalty. EPA implements the National Pollutant Discharge Elimination System program in Massachusetts and the case team consulted with the Massachusetts Department of Environmental Protection on this matter.
